Agendas, Minutes, and Bylaws
The RPO Coordinator publicizes and facilitates the meetings of the Rural Planning Organization (RPO), which are commonly scheduled in the Spring and Fall of each year, as well as other public meetings as needed.
The RPO Coordinator is responsible for preparing meetings agendas, with input from TDOT staff regarding needed presentations and participation, as well as advance contacts to ensure that all meetings are adequately facilitated or chaired by the appropriate person, and that a quorum is anticipated in accordance with the official bylaws. The RPO Coordinator arranges for the appropriate location, date, and time for all meetings to accommodate each community’s representation.
The RPO Coordinator assists in making the public aware of and knowledgeable about each meeting held which includes publicizing scheduled meetings in a regionally circulated newspaper in accordance with the official bylaws and with Chapter 442, Tennessee Public Act of 1974, “The Sunshine Law”. Agendas and associated materials are intended to be distributed to all RPO members a minimum of seven (7) business days prior to each meeting.
The RPO Coordinator creates and maintains a database of all RPO voting members, stakeholders, road superintendents, and interested parties to notify them of meetings, distribute meeting minutes and agenda materials, and collect and distribute data, reports, and other information. The database shall contain at a minimum names and official titles, phone numbers, and email addresses for each member or entry.

Meeting Minutes
The RPO Coordinator is responsible for keeping meeting minutes of each meeting in proper form for the approval by the RPO voting members at its next regular meeting. The most recent meeting minutes may be obtained by clicking here: MTRPO Approved minutes. Past approved minutes may be obtained here.
Membership
The MTRPO membership is comprised of elected representatives from local governments, state legislators whose area includes all or a portion of the MTRPO region, county highway superintendents, and appointed representatives from both the county and municipal-level jurisdictions as selected by the respective leadership of each jurisdiction and the Executive Directors or their designees from the Greater Nashville Regional Council and the Mid-Cumberland Human Resource Agency. Non-voting members are comprised of both special-interest members and transportation representatives from the Middle TN RPO region selected for their responsibilities and/or expertise in multimodal transportation.
RPO Bylaws
The RPO bylaws govern membership, voting structure, and meeting procedures of the RPO. The official bylaws for the RPO must be adopted and revised by formal action at an RPO meeting. The bylaws can be amended at any scheduled or called meeting by majority vote of the voting members present where a quorum for conducting business has been established.
